One solution is a federal Europe, or just more federalism. In both USA and India, state governments can spend money as via subsidies. Personally, I do not like subsidies and would like to abolish them. At the same time, I accept that governments and citizens can make bad decisions to spend money even if it is stupid, unwise and irrational.

I find the answer is often more Europe. It's always best to have common rules and to respect them.
